Fair Housing Act applies to group homes

I discovered through some research that, according to the NJ Council on Affordable Housing created by the Fair Housing Act, "special needs/group homes" count toward a municipality's state-required affordable housing obligation. In fact, the municipality recieves one credit for each bedroom of the group home. This seems inconsistent with the township's assertion that they were unaware of these NJ Mentor homes.
